Philips Webcam SPC110NC/27 does not work with Skype by default. So you must download an additional driver from Philips.
First, you must check your product in the Philips site. Second check the support page. Then you can see the FAQ "How do I get my webcam working with AIM / Yahoo / Live Messenger / Skype?" The entry includes the link to the Skype driver for Windows XP and Vista.
